What does this setting do?
With this on, items required by an accepted quest can no longer be bought from traders. You have to find, hunt or craft them.
That is the difference between a quest as an adventure and a quest as arithmetic: without the block, anyone with enough money is better off buying the required items and collecting the reward. The default is off.

Relaxed PvE

On. Quests should mean work.
What to watch out for
Can make quests impossible
If a quest demands something that barely exists on your server, this block makes it effectively unachievable. Check first whether the required items appear in your loot at all.
