What does this setting do?

The alternator charges the battery while the engine runs, and this multiplier sets how vigorously. It is the counterpart to battery drain, and only both values together decide whether a vehicle stays dependable day to day.

Raising it is the most elegant remedy for vehicle frustration: it takes nothing away from anyone, it simply lets the battery fill up again during normal driving.
