How many vehicles exist
Maximum count, functional share and purchase floor — separately for each of the 15 vehicle types.
What does this setting do?
SCUM keeps three separate values per vehicle type, and only their interplay determines what players actually find on the map.
Maximum caps everything that exists of that type — including wrecks and anything parked inside bases. Of those functional limits how many may appear in working order; the rest spawn as wrecks that have to be repaired first. Minimum purchased reserves a floor in player hands: that many must have been bought before the server distributes new ones into the world again.
The most common mistake is raising only the maximum. If the functional share stays small, you end up with more wrecks lying around and nobody driving more than before. To genuinely get players mobile faster, both values have to rise together.

Which value suits my server?
Keep maximum and functional share close together — repairing is a steep hurdle for newcomers.
Defaults. Vehicles stay scarce and therefore worth taking.
Set the functional share well below the maximum. Every car on the road is then player-built.
What to watch out for
The maximum includes destroyed and stripped vehicles. On long-running servers without cleanup the budget eventually fills with scrap and nothing new spawns — however generous the number looks.
For the purchase floor of Laika, Wolfswagen, Rager, Cruiser, dinghy, tractor and sidecar bike, SCUM also counts purchased engines. The value bites earlier than expected.
Every vehicle is simulated continuously, even parked. Doubling all maximums shows up in server performance more clearly than in availability.
