What does this setting do?

Unlike the welcome message, this text is shown repeatedly — how often is governed by its interval setting. So it should hold the things that need saying more than once: server rules, raid times, wipe dates, Discord.

The temptation is to fit a long rulebook in here. That backfires: a wall of text in chat gets skipped and crowds out what players write to each other. Two or three sentences that actually get read are worth more.

Which value suits my server?

Relaxed PvE

The three most important rules plus Discord.

Classic PvP

Raid times and squad rules.

Hardcore

Keep it short; the harshness is already in the description.

What to watch out for

Too long means unread

Long texts crowd out player chat and get skipped. Discord is the right place for detailed rules.
