What does this setting do?

Shown once as a player joins. It is the first impression, and the only message everyone is guaranteed to read.

The best content is not the greeting itself but the route to help: your Discord invite. Put the address in quotation marks and it becomes clickable in game — a detail absent from the developer documentation and the difference between a link nobody retypes and an invitation people follow.
