What does this setting do?
A share determining how many of the existing fishing zones are productive simultaneously. -1 leaves it to the game. A high share makes fishing reliable everywhere; a low one turns the good spots into local knowledge you have to acquire or search for.
On many servers fishing is the quiet alternative to hunting: silent, safe and independent of ammunition. To encourage it, this value and the rotation period serve you better than changes to wildlife.
