What does this setting do?
SCUM designates shifting areas as especially productive fishing zones. This value sets after how many hours the selection renews. -1 leaves it to the game, and the change happens exclusively at server restart — a running server does not rotate the zones.
That is the interesting part of this setting: its effect depends on your restart schedule. Restart daily and even a low value gives you new zones only once a day.
