What does this setting do?

Birds have their own cap because they behave differently from land animals: they are visible almost everywhere at once and add a great deal of atmosphere, but they also cost processing time continuously.

In practice this is an atmosphere question. Raise it if you want livelier skies; lower it if you need performance. It barely affects survival.
