How many structures each flag area allows
Seven structures share the same two limits: how many are allowed and above which count they decay faster.
What does this setting do?
Besides the general cap on base elements, certain installations have their own limits so nobody plants twenty turrets or ten wells inside one flag area. Seven structures are capped individually, and each uses the same two values.
The maximum is a hard limit: once reached, the server refuses to place the next one. The second limit, decays above, is softer and often misread. It forbids nothing – it makes every instance of that type decay considerably faster as soon as you are over the number. Build eight ovens while the decay threshold sits at four and you keep them; they simply will not last.
All fourteen values ship as -1, and that does not mean “zero“ but “use the game's own default“. As long as -1 is there, the built-in number applies – and that number can change with an update. If you want a limit you can rely on, write it out explicitly.
The allowed range is 0 to 10. Zero is valid and acts as a ban: the structure can then not be placed inside a flag area at all. That is the clean way to remove turrets from a PvE server without touching anything else about base building.

Which value suits my server?
Generous maximums (6 to 8) with the decay threshold set to match. A building server should let people build, not administrate.
Keep turrets tight (2 to 3) and leave the rest at default. Defence should stay a matter of effort, not quantity.
Everything at 1 to 2, turrets at 0 or 1. Bases remain shelter instead of fortress.
What to watch out for
The default -1 means “game default“. To ban a structure, enter 0. Leave -1 in place and you have no idea which number will apply after the next update.
Above that number structures do not vanish, they just decay faster. Players only notice days later – and then complain about buildings “disappearing“. Setting both values the same removes the grey area.
A squad with several flags gets proportionally more turrets on the map. If you truly want a cap, also look at how many flags one player may place.
