What does this setting do?
The apex facility is the second locked major location alongside the killbox, with its own card system following the same pattern: a total split across police stations and radiation zones.
Because both systems run in parallel, the sum of both card counts decides how much equipment from locked major locations reaches your server overall. Set one more generously and keep an eye on the other.

What to watch out for
Works together with the killbox cards
Both systems feed the same kind of equipment into the server. Raising only one has less effect than expected; raising both has considerably more.
