What does this setting do?
The default of 0.5 is 30 minutes — the shortest opening in the whole bunker system. Secret bunkers hold the most rewarding equipment, and the half hour is the price: you have to be prepared when you use the card.
Raise the value and you soften that considerably. Lower it and secret bunkers become a matter for well-drilled groups with a plan.

What to watch out for
The clock starts at opening
Not at entry. Use the card and then go fetch equipment and you lose part of your half hour.
