What does this setting do?
With this on, only administrators and developers can write in global chat — everyone else reads along. It is the middle ground between an open chat and a disabled channel: announcements and server notices reach everyone without players chatting across the whole map.
Practical for servers that want immersion but do not want to give up an in-game announcement route.
