What does this setting do?
On many servers quests are the most reliable income and for new players often the only route to starting capital, because they do not depend on loot luck. They come from traders, phones and notice boards.
Switching them off has wide consequences: it hits the economy at the root, leaving only selling and finding as sources of money. On servers with an already tight economy that can bring trade to a standstill.

What to watch out for
Disabling throttles the economy
Without quests, new players especially lack a way into trading. If you disable them, offer another source of income.
