What does this setting do?
Players who own the upgraded edition receive a free gold card on the server. This switch decides whether that applies on yours.
It is a fairness question: gold is the strongest currency in the game, and bringing it along means starting with an advantage unrelated to playtime. On servers with a serious economy that is a reason to switch it off; on relaxed servers it is a pleasant extra that harms nobody.
The default is on.
