What does this setting do?
Fuel is the currency of mobility. This multiplier sets what a litre costs and therefore directly affects how much driving and flying happens.
Together with engine consumption it determines what a trip really costs. To make vehicles status symbols, raise both; to get the whole map used, lower them. Aircraft react most strongly to this value because they burn the most.
Which value suits my server?
Relaxed PvE
0.5 to 1.0. The map stays reachable.
Classic PvP
1.0.
Hardcore
1.5 to 2.5. Driving is a luxury.
What to watch out for
Hits aircraft disproportionately
Kinglet Duster and Mariner burn far more than ground vehicles. A high fuel price effectively makes them the richest group's toy.
