What does this setting do?

Restrained players have their own, longer delay — 120 seconds by default. The reason is the same as for the general value, only sharper: without this rule, logging out would be the easiest escape from a capture.

Capture is a full mechanic in SCUM: restrain, search, transport, release or kill. It only works if the prisoner cannot simply disappear. At the same time a long delay is harsh on the person affected, who can neither play nor leave.

What to watch out for

Can be used for harassment

Very long delays allow players to be held for extended periods. If you raise this, have rules against harassment and enforce them.
