What does this setting do?
The format is hours:minutes:seconds, with 24 hours as the default. Terminals in abandoned bunkers can only be used again after this period — server-wide, not per player.
That makes a terminal a resource a group can claim. A shorter cooldown spreads it across more players; a longer one turns its use into an event that has to be coordinated.
Which value suits my server?
Relaxed PvE
12:00:00. More players get a turn.
Classic PvP
24:00:00 (default).
