What does this setting do?

A fraction between 0 and 1: 0.5 means half the players present must cast a vote, otherwise the vote is void — regardless of how the votes fell.

This value is the real safeguard against a small, attentive group deciding for everyone else. On large servers a high threshold is hard to reach, though, because somebody is always busy. The result is votes that fail one after another — which leads some operators to disable voting altogether.

What to watch out for

It counts votes, not approval

A no vote satisfies turnout too. How many have to approve is governed by the required approval value.
