What does this setting do?

Notice boards sit between traders and phones: less scattered than phones, less rewarding than trader quests. The default of two hours reflects that.

Keeping an eye on all three sources lets you steer players deliberately — fast notice boards bring movement into particular areas, fast trader quests keep them in the safe zones.
