What does this setting do?

The format is hours:minutes:seconds. After this time protection ends even if nobody is logged in. Without such a limit a group could keep their base permanently untouchable simply by stopping play — the base would occupy space and resources forever while remaining unreachable.

A dash as the value means no upper limit is set. On PvP servers that is the single most common design flaw: abandoned fortresses nobody can ever clear.

Which value suits my server?

Relaxed PvE

Unlimited is defensible, since raids barely happen.

Classic PvP

72:00:00 to 168:00:00. Miss a week and you lose protection.

Hardcore

24:00:00.

What to watch out for

Without a limit you get untouchable ruins

Groups that leave the server leave permanently protected bases behind. Those block building plots and vehicle slots until an admin removes them by hand.
