What does this setting do?
The card in the radiation zone is the harder one: you need protective gear just to get in. In return there is less competition, because fewer players are equipped.
This distribution is a deliberate tiering by equipment level — and a reason to leave radiation enabled. With it off, the hard card becomes the easiest one.
