What does this setting do?
This switch allows placing a floor on a half-height or low wall. It is off by default, and unlike its sibling switch for walls that has a solid reason.
A floor at half height produces a storey you can just about crawl through. Such shallow levels can be stacked, and the result is bases with very many, very thin layers. For attackers that means every layer has to be breached separately even though it cost almost no material. That shifts the ratio of building effort to raiding effort considerably.
On building and roleplay servers the switch is useful. There people want daises, galleries, mezzanines and stair landings, and the default gets in the way.
If you enable it and run PvP, keep an eye on what bases look like on your server. It is one of the few building switches whose effect only shows after a few weeks.

What to watch out for
The switch only becomes noticeable once the first multi-layer bases stand. On PvP servers it is hard to walk back by then.
The switch for walls ships on and is harmless. This one ships off and has consequences.
