What does this setting do?

Half-height and low walls are really meant as parapets and dividers. This switch allows placing another wall on top of them and so building up in stages. It is on by default.

For the building process that is a relief: you can put up a parapet, look at the room and raise it later without tearing everything down. Building servers use it a lot.

The reason one might disable it at all lies with raiding. Stacked wall segments produce constructions whose attack surface is harder to judge than a continuous wall – and on PvP servers that leads to arguments over whether a raid went fairly.

For most servers that is not reason enough. The convenience while building clearly outweighs the rare dispute.
